Please read the yellow highlighted area. Several years ago the National office discontinued the libility coverage for individuale patrollers. See below why you should strongly apply for the EMT-FR (First Responder).


1.    Act 45 . what level of protection does it cover?

  1. OEC Technician's
    ACT 45 only is applicable for certified Penna. EMS Providers – OEC is NOT an EMS classification nor certification therefore is NOT included in act 45.
  2. First Responder level of care
    See State BLS protocols: (read carefully as there are difference listed for FR and EMT-B)

2.    The level of care as a EMS-FR in Pennsylvania?

         a.    What does a FR course cover?
                        See national standard curriculum (above)

         b.    Basic course hours?   Typically 40+ hours.


3.    What is the "Good Sam" Act in Pennsylvania?

         a.     Is Ski Patroller still listed in the PA Good Sam Act?

         b.    If not, why was it removed?
                        Ski Patrollers were never listed in the Pa Good Samaritan Law .... OEC was officially recognized separately as ‘equivalent for Good Samaritan Purposes’ on ‘adjacent’ documents.


4.    Why should I call the EPA Region Web Master to give him my SS  number information if I do not want to include it on the EMS  Application?
All state tax records/payment, professional licenses, drivers licenses, and EMS certifications in Penna. REQUIRE your SSN.

Your EMS certification is also DEPENDENT on having and maintaining a CLEAR criminal history, which is regularly checked by the state through the Pa State Police. 

IF No SSN is given .... application is rejected. ... just as no driver’s license is issued, no professional license is issued .... and NO tax refunds.  EPA website page for this application is HEAVY encryped and is secure to the same security level needed for online banking transactions.

5.    What happens if I refuse to give them my SS number?
If no SSN, Application is unable to be processed and is REFUSED / REJECTED!!


6.    Does a FR certification require a con-ed to keep the certification?

FR requires 18 ConED CCU hours per 3 years.  Attendence at 3 OEC refreshers within the 3 year period will give MORE than 18 CCU per 3 years ... and will be reported automatically to the state by the EPA Region.   Your local EMS region will issue a yearly report of your CCU activity so you can check to see if the CCU ‘numbers’ are accurate. Remember that we stated ... NO HASSLE.


7.    How long is a FR-EMS certification good for before renewing is  required.
First Responder is kept ‘active’ by maintaining 18 ConEd CCUs every 3 years.  If you dont meet 18 CCU in three years your certification is automatically  ‘inactivated’.  You may ‘reactivate’ after consult with your local EMS region office and then possibly ‘make-up’ the missing CCU.  EPA Region will automatically report all CCU as awarded by attendence at OEC Refreshers to state which should more than cover your 18 CCU hrs./ 3 years.


8.    Why did our Patrol Director or Area say we must apply?
EPA region states that this application is ‘optional’. If your Patrol Director / management states that its mandatory, we cannot go against your local patrol or managements directions or requirements.


9.    Why don't the Patrol register everyone.

We are doing just that !!!!  We need all your ‘numbers’ and personal ID -- that you enter on the encrypted/secure portion of the EPA website. We dont want groups of individuals carrying around highly important and very confidential information .... thats why the EPA website application pages are DEEPLY encrypted.


10.   If I put a FR decal logo on my car, what responsibly does that require?
Go look up “abandonment”, etc. in any EMT or First Responder textbook.  Generally, if you have no duty to respond, make no personal contact with the injured, sick, or dying ... you have no LEGAL requirement to help.  You, yourself, will decide if you have a ‘moral’ duty to help.  Consult with your personal attorney for further info.

  Q: 03/08/2008 - What protection is offered by ACT 45 ?
 

Here is an excerpt from ACT 45 from the State of PA...........

  From Chapter 37A of current EMS Act --- Act45:

(j) Liability.--

(1) No authorized medical command physician who in good faith gives instructions to a

first responder, an emergency medical technician or EMT-paramedic or health

professional shall be liable for any civil damages as a result of issuing the instructions,

unless guilty of gross or willful negligence.

(2) No first responder, emergency medical technician or EMT-paramedic or health

professional who in good faith attempts to render or facilitate emergency medical care

authorized by this act shall be liable for civil damages as a result of any acts or omissions,

unless guilty of gross or willful negligence. This provision shall apply to students

enrolled in approved courses of instruction and supervised pursuant to rules and

regulations

(3) No approved emergency medical services training institute nor any entity participating

as part of any approved educational program offered by such institute as authorized by this

act shall be liable for any civil damages as a result of primary and continuing educational

practice by duly enrolled students under proper supervision, unless guilty of gross or

willful negligence.

  Q: 03/08/2008 - I have a current PA-EMT certification,
Since this certification stuff has reciprocity, do I still need to get an OEC if I want to join NSP since the EMT is superior to the OEC ?
 
A: Yes, you will still need to obtain OEC ... either from a full OEC course or by taking a 'one time only' challenge exam. If you fail the OEC challenge then you must take a full OEC course .... but we do invite you to attend 'those' sessions of an OEC course so that you can see/practice the skills as needed by OEC ... which are sometimes 'different' than EMT skills.
 
EMT is only 'superior' in areas such as patient assisted medications, 'some' medical emergencies, geriatrics/pediatrics, ambulance safety, Crisis-intervention and HazMat, etc. all other aspects of the US DOT EMT-B curriculum are 'equivalent' in both teaching methodology and in field performance.

OEC is derived from the exact same DOT curriculum ... it simply doesn't follow ALL the modules that would be include and be pertinent to 'urban' needs.


  Q: 03/07/2008 - I am EMT-B certified and living in Virginia but working as a patroller in
Pennsylvania. Does this give me upgraded EMS status in PA that won't cancel out VA certification?
 
A: If you have a valid and **current/active** EMT-B or First Responder certification from VA, NJ, NY, DE, OH, WV ........ ......
 
1. Contact PA EMS region office (based on the PENNA county in which your primary ski patrol/ski area is *located*)  and make application for Penna. ***EMS reciprocity***. etc.
You will need a Photo ID, A copy of your EMS wallet card or copy of your certificate and will also need to fill-out a Penna. State Police criminal history check, etc.

 ....... click on the map where your ski patrol is located
........ and the 'link' will open with all the correct contact info of the closet PA EMS Region office to your ski area. When the 'link' opens, carefully check to be sure that the COUNTY where you patrol is on the right hand column ... the EMS contact info will be on the left column. Contact the REGIONAL EMS office for that COUNTY; DO NOT contact the State EMS Office in Harrisburg ..... contact the REGIONAL EMS Office closest to where you do your patrolling.

2. **AFTER** you receive a PA EMS registration number from the Penna Bureau of EMS, then register on EPA website using PENNSYLVANIA EMS CERTIFICATION NUMBER.

DO NOT USE YOUR OUT OF STATE REGISTRATION NUMBER on the EPA website. Applying on the EPA website will allow us to automatically report your ConED gained during any OEC activity directly to state to keep your PA ConEd credit requirements satisfied.

To report ConED credit gained from OEC activity to your *HOME state* ---- be SURE you get a 'receipt' from the OEC activity, take or present this receipt to your *HOME state* EMS office and get ConED credit there ... by *endorsement* of the receipt give for OEC. We will NOT notify your HOME state of any ConEd credit gained in PENNA through OEC activity.

MORE info on how to keep sufficient EMS ConED credit to maintain you PENNA. EMT-B will later be posted on the EPA website.


  Q: 03/06/2008 - What I was hoping to do was to bridge to EMT Ski Patroller and then bridge again to EMT. I am a FF in MD with 1st Responder (I am a Dinasauer) and would like to upgrade to EMT, BUT, MIEMMS in the great wisdom does not offer a bridge program anymore. If I can bridge in PA, I can then apply for reciprocity in MD?
 
A: Simply sign up for PA First Responder on the EPA website. Then you'll have to wait a bit until the EPA Region starts to offer the FR-->EMT-B 'bridge'. Once set-up later this year, etc. OEC courses in Penna. will start to offer 'dual certification' OEC **AND** EMT-B .... we will teach the FR--> EMT-B bridge tacked on the end of the OEC course for those who want EMT-B. Then simply get EMT-B reciprocity in MD.
 
Obviously, all this 'bridge' stuff will take some time to get going.
 
If you patrol in PA your MD FR certification is not Valid and PA certifications bring all the 'immunities' with them for your protection. Get your PA FR certification through the EPA website --- for First Responders from other states this would be 'easier' than applying through 'reciprocity'.
 
  Q: 03/05/2008 - I let my EMT  with PA  expire about 20 years  ago.  But there's always a but, my NY & CT. EMT card expired Beginning 1/08  Can I still get into the EMT status in PA? 
 
A: We may have a solution but may involve some negotiation on your part with your 'home' state EMS. This answer may be convoluted and confusing but there may be a way out for you ........
 
You should have received EMS ConEd for the past 3 years for your attendance in the OEC refreshers. Were those ConEd credits from OEC ever recorded or acknowledged by your 'home' state EMS? If you took these 3 years of OEC refreshers in Penna.. the EPA NSP region has records that we can provided on suitable official NSP letterhead and also a copy of PA state EMS website documentation record of the hours awarded .... THEN you can submit them to your 'home' EMS office for "EMS Continuing Education Credit by Endorsement". Pennsylvania offered approx. 21-22 ConEd hours (for the l ast 3 years) ... and we can help you with that. If you have additional ConEd (other than NSP stuff) already listed/awarded by your 'home' state these OEC hours would be in addition to already awarded by your 'home' state. Usually 24 credit hours within 3 years are what most states require for EMT-B.
 
Most states have ONLINE ConEd ... so you might be able to simply do the ONLINE missing hrs. of ConEd then apply the PA ConEd (by 'endorsement') and get yourself reactivated in your 'home' state, etc.. This all depends on your 'home' state accepting Penna. ConEd by Endorsement AFTER your EMT certificate/certification was inactivated, etc. and permitting you to do the 'online' ConEd to make up the difference.

Once you gain 'reinstatement' (since you expired) by your 'home' state and have a valid 'active' EMS certification number in your 'home' state ... we can help you gain 'reciprocity' back into Penna EMT-B. You need 'active' EMT status in your home state before we can help with reciprocity into PA ... and we can supply some of the ConEd credit hour documents.

Solution in simple-speak: Get 'reactivated' back to 'active' EMT status in your 'home' state, we can provide record of approx. 20-22 credit hours ConEd credit (may or may not be accepted by your home state; check first to see if these would be accepted by your 'home' state) from your OEC refresher attendance. Once 'reactivated' in home state, we can assist with reciprocity into Penna EMS, etc.

We will do our part to help get your cert. back on 'active'. However, If all the above seems 'reasonable' don't delay, as the longer your 'home' EMT cert. remains 'inactive'/expired the more difficult the process becomes

EMT-B is clearly a better classification than First responder ... AND since you WERE a PA EMT your application (for any EMS classification) through the EPA NSP region website may 'bounce' when the match up your name and SSN.
